First heard of in the 2018-19 Budget, the GOBAR-Dhan Yojana is all set to roll out in the month of April 2018. The launch of GOBAR-Dhan (Galvanizing Organic Bio-Agro Resources) Yojana was talked about by Prime Minister Narendra Modi in Mann Ki Baat, his monthly address to the country.
PM Modi said, "In this budget, emphasis was laid on 'waste to wealth' and 'waste to energy' through bio-gas for villages under 'Swacch Bharat' initiative 'GOBAR-Dhan' has been rolled out."
Speaking about the mission of the GOBAR-Dhan scheme, Modi explained how the aim is to bring about cleanliness in the villages and to produce compost and bio-gas from cattle dung and solid agricultural, which will create energy and wealth.
"Our farmer brothers and sisters in rural India will be encouraged to consider dung and other waste not just as a waste but as a source of income," Modi said. He further added that the project also looks forward to improve the livestocks’ health and the quality of farm produce.
WHAT IS THE GOBAR-DHAN SCHEME:
The scheme is brought forth with a charted plan of collecting cow dung and solid waste from the farmers. The waste matter will then be sold to entrepreneurs who will convert it to manure, biogas and bio-CNG.
"The scheme will connect farmers to buyers so that farmers can get the right price for dung and agricultural waste," PM Modi said.
The scheme is all set to kick off in April this year.
According to the 19th Livestock Census 2012, there are around 300 million cattle and buffaloes in India, which means about 3 million tonnes of cattle dung is produced per day.
The first phase will cover 300 Open Defecation Free (ODF) districts by the end of this year. The balance districts will be dealt with by October 2019.
About 5000 gaushalas, 400 cattle and 621 registered dairies will be undertaken for the project.
The GOBAR-Dhan Yojana seeks to generate clean fuel and eventually to biogas and bio-CNG.
As per the reports of Niti Aayog, farmers will gain marginally from the scheme. It will bring about a 10% increase in their yearly income.
The scheme will also create many jobs associated with the collection of waste matter, transportation of the same and the production of biogas etc, according to Modi.
In the near future, the scheme also plans to supply stable quantities of fuel into the market for oil companies. It also aims of provide easy and accessible credit through government schemes and banks for entrepreneurs.
Dharmendra Pradhan, Minister of Petroleum and Natural Gas and Skill Development and Entrepreneurship, said in a tweet: ‘Developing a pool of skilled manpower, the GOBAR-Dhan Yojana will effectively utilise agri-waste to produce clean fuel.’
